汉族，中共党员 ，1965年6月生于河南省辉县市，1985年毕业于河南师范大学数学系，获理学士学位。1990年毕业于中南财经大学财金系，获经济学硕士学位，2007年毕业于河南大学环规学院获经济学博士学位。1999年-2000年受河南大学选派赴加拿大曼尼托巴大学留学一年，2005年-2006年受国家留学基金委选派赴丹麦哥本哈根大学经济系作访问学者一年，2008年2月进入厦门大学财政系作博士后在站研究。现为河南大学经济学院教授、院长，黄河文明与可持续发展研究中心研究员，中国留美经济学会（CES）2013-14年副会长，美国经济学会（AEA）会员，美国经济史学会会员，英国经济史学会会员。
